. 2.&nb sp; OBJECTIVE OF THE ASSIGNMENTThe objective is to ensure the efficient and timely coordination and man agement of theimplementation of the World Bank financed- projects and activities with LEC and engineers at the Planning Department.3. SCOPE OF SERVICESThe Consultant working as the project manager of all the LACEEPcontracts would assist LEC to successfully implement all the ongoing projects and provide Hands-On-Training to Engineers of the plannn cong department.Specifically, the consultant shall:a. Assist andadvice LE in the overall management and contract administration of all World Bank funded contracts. To this end, the PCwould:
< li>ensure that all guarantees (Performance & Advance Payment) are at all times valid over the lives ofthe contracts.
- Ensure proper coordination between the various contracts that are interdependent on eachother;
- Monitor the execution ofall contracts to ensure that
- review of Contractors’ shippingdocuments, invoices, claims, and making the necessaryrecommendation to Management ofLEC
b. Ensure competent supervision of the T&D contracts including supervisionof the performance of the Supervision Engineer of LACEEP AF and LEC Engineers supervising the ongoin g LACEEP contracts and allother contracts not covered by LACEEP AFc. Cause and lead in the timely preparationof Quarterly Reports and Semi-Annual reports in a format to be agreed with the World Bank. To this end, th e Consultant wouldconsolidate the Quarterly Technical, Procurement, Financial and Safeguard reports into one report for submission to the World Bankwithin one month after the end of each quarter;d. Provide hands-on-traini ng to theengineers in the planning department to perform design and document review, site supervision during construction/installat ion,testing and commissioning for facilities/equipment as listed above. The PC would undertake regular assessment of the performanc eof the engineers and advice management and the Bank accordinglye. Perform any otherduties as may be assigned by LEC management.The Liberia Electricity Corporation (LEC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. At least Bachelor’s Degree in ElectricalEngineering h at least 15 years of post-qualification experience in transmission and distribution network design, constructionsupervision and m anagement, at least 5 years of which was in top management level.b. Amaster’s degreein engineering or project management would be an advantagec. Must have been involvedin project management and construction supervision of at least three T&D network projects at least twoof which as the project manager or lead and must have been in South Saharan Africa.d.
